Yes. Tai Lung met her mother when the latter came to the Jade Palace seeking a place of rest. She and Tai Lung fell in love and married, and their daughter came. This was about two or three years after his redemption.

Yep, so she's older than I am, but she looks after me. After all, we're both feline crosses with Snow leopard in us.
